Once again NJSACC is bringing the National Institute on Out-of-School Time from Wellesley, MA to New Jersey.

Funding in part provided by New Jersey Department of Human Services, Division of Family Development as part of a Federal CCDF Block Grant Earmark and the federal Elementary and Secondary Education Act, as amended by No Child Left Behind, Title IV, Part B, 21st Century Community Learning Center (21st CCLC) grant funds awarded to the New Jersey Department of Education.

What:

This training will focus on the administrative components of a quality afterschool program. Included will be effective systems to manage fiscal resources and administrative policies, evaluation and outcomes, workplace issues, strategies for recruitment and retention, staff development and training, ideas for building a family-responsive program, building a “learning organization,” leadership and management styles, and working collaboratively with schools and communities.

About the presenters:


The presenters for this session work with the National Institute on Out-of-School Time (NIOST ). For more than two decades, NIOST has been the national leader in providing highly interactive, research based training for directors and staff, school administrators, community leaders, and others committed to providing high quality afterschool programs for children and youth.

Ellen Clippinger, MS Ed :

is the founder and Chief Executive Officer of AYS, Inc., a not-for-profit youth-serving agency operating over 50 programs in a four-county area in the Indianapolis community. Ellen has been instrumental in piloting various types of programs to meet the needs of working parents-early childhood programs housed in school settings, wrap-around kindergarten programs within the school, as well as winter and spring breaks and summer camps. A summer camp devoted to arts education with a culminating final performance by the children and youth from the camp is now in its fifth season.

Molly McNally-Dunn:


has been an advocate for the school-age child for thirty years. This passion began professionally as an elementary teacher in Massachusetts and in New York. She then journeyed to early childhood care and education as a nutrition consultant to family child care providers and a teacher for pre-licensing of family child care homes in Colorado. She has worked in both the private and public sectors and currently administers fourteen school-based school-age care programs for Red Rocks Community College in Lakewood, Colorado

$35,000 – $40,000


POSITION SUMMARY:
The Site Coordinator will be responsible for the overall management of a multi site grant funded afterschool program. This is a twelve month salary position, including benefits and pension, to be approved by the EIRC Board of Directors and the School District. Holidays and breaks will follow the School District calendar.  Performance of this job will be evaluated on an annual basis, based on the accomplishments of the goals and objectives outlined in the NJ After 3 Grant and this job description.  Continued employment will be incumbent upon continuation of the grant and successful implementation of grant components.

The Site Coordinator will be responsible for the overall management of a multi site grant funded afterschool program of high quality after school programming and recreational activities, enrollment, scheduling, safety, planning, establishing and maintaining relationships with school personnel and families, liaison between school district and EIRC and supervision of staff and students.  Additionally, the Site Coordinator will be responsible for developing strategies for maintaining youth interest, identifying resources to increase program and staff capacity, maintaining reports and database, preparation of all progress reports and presentations, and submission of quarterly narratives and statistical summaries that detail program progress as indicated by funding source.

***NOTE:  Criminal Background Screenings, Fingerprinting and Mantoux Test are Mandatory

JOB RESPONSIBILITIES/SPECIFIC DUTIES INCLUDE BUT NOT LIMITED TO:
•    Overall administration and management of program.
•    Hire, train and supervise all program staff and volunteers
•    Ensure that all after school program staff are fingerprinted and cleared by the Department of Human Services through the child abuse registry.
•    Ensure that there is staff on-site during program hours trained in first aid, CPR and medical emergencies.
•    Manage the day-to-day operations of the after school program and notify the school and EIRC of any problems, issues, and concerns in a timely fashion.
•    Ensure the respectful treatment of school property, including replacing property damaged or destroyed by the students or staff of the after school program, and keeping the spaces used by the after school program clean.
•    Ensure that all procedures and regulations for health, fire, safety, pick-ups, parent consents, transportation, food, health exams, insurance, medical and other emergency procedures will be clearly listed and widely disseminated, and that they will conform to local and state standards.
•    Track student enrollment and attendance and provide that information to the school on a monthly basis.
•    Work cooperatively with the research and evaluation component of the after school program, including providing New Jersey After 3 and its subcontractors with all agreed-upon information.
•    Develop mechanisms and opportunities to communicate on a regular basis with the family members of the after school students.
•    Recruit, select, and enroll student participants in the after school program and disseminate procedural information widely.
•    Represent and publicize the program where appropriate.
•    Actively participate in staff development workshops that are designed to contribute to personal and professional growth.
•    Ensure positive, measurable academic and social outcomes are being achieved.
•    Assist with sustainability and fundraising efforts.
•    Develop and maintain a safe, supportive learning environment in which children thrive.

DESIRED QUALIFICATIONS:
•    Bachelor Degree in Elementary Education or related field
•    Minimum 4 years experience working with and/or coordinating programs for youth
•    Knowledge of DHS Licensing Requirements
•    Knowledge of principles of after school programs
•    Capacity to understand diverse funding sources, complex budgets and fiscal analysis
•    Leadership and Supervisory experience with adult and youth staff
•    Excellent program management skills
•    Strong strategic thinking and planning skills
•    Excellent organizational skills
•    Strong written and verbal communication skills
•    Excellent presentation and group facilitation skills
•    Strong analytical and interpretive skills with internal and external data

Marilyn Dunning is an Early Childhood Special Educator with 30 years experience working with young children between the ages of birth and six years.  She has taught self-contained preschool classes and groups of typically developing children mixed with children with disabilities.  She recently retired from her position as Personnel Coordinator for the New Jersey Early Intervention System overseeing the training and technical assistance of practitioners providing services to infants and toddlers with disabilities.

New Jersey After 3
is a private, non-profit corporation dedicated to expanding and improving afterschool opportunities for New Jersey’s kids.
Our vision is that all New Jersey children will have the opportunity to participate in high-quality, comprehensive, structured, supervised and enriching afterschool activities.
New Jersey After 3 is formed as a public-private partnership to maximize the resources available to afterschool programs for New Jersey kids.

Responsibilities:
* Manage a portfolio of New Jersey After 3’s funded programs and contracts ;
* Manage new program development including, but not limited to: negotiating contracts, developing budgets, developing grant agreements, facilitating meetings with partners, etc.;
*  Ensure that all funded programs are appropriately integrated into New Jersey After 3 afterschool programs;
* Provide on-going training, support and technical assistance to New Jersey After 3 programs;
* Conduct regular financial analyses of New Jersey After 3 programs;
*  Process contract documents, amendments and budget modifications;
*  Conduct bi-annual monitoring and compliance reviews at program sites;
*  Work closely with New Jersey After 3 colleagues to identify needs, design new programs and prepare proposals and applications for new and continued funding;
*  Assist in the development and presentation of monthly trainings;
*  Monitor program performance, create reports and analyze enrollment benchmarks via YouthServices.Net  database system ;
*  Travel on a statewide basis to conduct site visits and program evaluations.

Qualifications:

*   Ability to manage multiple projects in a fast-paced environment;
*   Capacity to conduct complex negotiations ;
*    Excellent communication skills, both oral and written;
*   Attention to detail and high standards for presentation of written material;
*  Capacity to understand diverse funding sources, complex budgets and fiscal analysis;
